Philadelphia, PA – November 25, 2025 – Senator Art Haywood (D-4) released the following statement urging Philadelphia City Council to enact the PhillySaves retirement savings program:
Philadelphia City Council is considering legislation to create PhillySaves—a retirement savings program that will give more than 208,000 Philadelphia workers an easy, secure way to save and retire with dignity.
Since 2015, Sen. Haywood has championed Keystone Saves—bipartisan, statewide legislation to support the 2.1 million Pennsylvanians without workplace retirement plans. Keystone Saves would give workers an easy way to save through automatic payroll deductions into a state-regulated retirement account. With AARP’s backing and support from both parties, the program mirrors successful models in other states that boost family stability and cut long-term taxpayer costs.
